A new report by the Civilian Review and Complaints Commission calls the RCMP’s bias-free policing model inadequate, insufficient, and unclear.
That report looked in to the new training and policy model intended to services are delivered equally to all civilians.
But the policy only restricts officers from racial profiling, and fails to prohibit profiling based on religion, ethnic origin, and other discriminatory grounds.
It also allows officers to rely on what they call relevant information as part of investigations, which the CRCC says should be further explained to rule out bias.
In addition to these faults, the inadequacy of the reporting system makes it impossible to track allegations of bias.
According to the report, the public complaint system does not feature a specific category for bias allegations, resulting in them falling under unclear wider categories.
