The proposed Trigon Pacific LPG Project in Prince Rupert has taken a key step toward development after entering the federal impact assessment process, with opportunities now open for Indigenous Nations and the public to provide feedback.
The Impact Assessment Agency of Canada (IAAC) has accepted Trigon Pacific Terminals’ Initial Project Description under the federal Impact Assessment Act, beginning the planning phase of an environmental review that will help determine whether the project can proceed.
The proposal would see Trigon develop a new $750-million-plus liquefied petroleum gas (LPG) export facility on a repurposed section of its existing coal storage yard at the Port of Prince Rupert. The facility would have the capacity to export 2.4 million metric tonnes of LPG annually, equivalent to about 76,275 barrels per day, with onsite storage of 158,000 cubic metres.
According to Trigon, the project would make use of existing rail unloading facilities, storage infrastructure, marine loading arms and Berth One, eliminating the need for new in-water construction. The company says using existing infrastructure will reduce environmental impacts while expanding export capacity for Canadian propane and butane destined for Asia-Pacific markets.
The IAAC is inviting comments on the project’s Initial Project Description until July 24, 2026. Feedback from Indigenous Nations, stakeholders and the public will be used to develop a summary of issues for the environmental assessment. Participant funding is also available for eligible individuals and organizations wishing to take part in the review.
Trigon is also hosting a series of public open houses where residents can learn more about the proposal and speak with project staff.
Open house schedule:
- Port Edward: Wednesday, July 15, from 12:00 p.m. to 2:00 p.m. at the Port Edward Community Centre, 770 Pacific Avenue.
- Prince Rupert: Wednesday, July 15, from 4:00 p.m. to 6:00 p.m. at the Trigon Community Office, 515 Third Avenue West.
- Terrace: Thursday, July 16, from 4:00 p.m. to 6:00 p.m. at the Terrace Sportsplex Banquet Room, 3320 Kalum Street.
If approved, the Trigon Pacific LPG Project is expected to enter service in 2031.
