The Independent Investigations Office has cleared an Quesnel RCMP officer of wrongdoing of a persons death on the early hours of October 27th 2025.
On October 27th 2025 an RCMP officer responded to a call complaining that a person was present outside a homeless shelter in breach of a condition that he not be at the address.
The officer was unsuccessful in attempts to have the person leave the area, the officer tried to offer to call a ambulance for the person but declined the offer.
A staff member from the shelter said that the person could stay where he was, on the sidewalk outside.
The person was checked on several times by the RCMP officer and the staff at the shelter and clients.
In the report the officer said that he attempted to help the person but could not stand on his own.
A witness told the IIO that staff last check on him at 6:30am at which time he was responsive.
But at 8:29am paramedics attended the shelter after a 911 call came in that a civilian observed that the person was not moving or responding.
The person was transported by ambulance but was declared deceased at the hospital.
The toxicology report stated that the persons blood contained methamphetamine and a level of para-fluorofentanyl measured consistent with fatalities.
The IIO Chief Civilian Director said that they do not consider that there are reasonable grounds that the officer may have committed an offence under any enactment.
And the matter will not be referred to the BCPS for consideration of charges.
The IIO did not name the person or the RCMP officer in the report.
