The community of Terrace was left in shock on November 25 and 26, 2023, after the tragic death of 17-year-old Sebastian Moore.
His body was found at a construction site near Clinton Street and Lakelse Avenue.
Sebastian’s grandmother, Debbie Moore, says she first learned something was wrong when she received a message that one of Sebastian’s friends had been stabbed, but that Sebastian’s condition was much worse.
She rushed to the scene, where police had begun cordoning off the area.
When she asked officers how they would identify the body, they showed a photo—too painful for her to view—so Sebastian’s grandfather, Rick Moore, confirmed the teen’s identity.
In the months following, the family says they received regular updates from investigators.
In June, they were informed that two knives had been involved, not just one. Then, without explanation, the updates stopped.
The family was recently told no charges would be laid—news that left them devastated.
“We’re very disappointed,” said the family. “Throughout the investigation, we were told it was going in a good direction. Then suddenly, we get a phone call saying he’s not going to be charged.”
Debbie Moore believes race played a role in the outcome. “If my grandson wasn’t First Nations,” she said, “the Crown would have found a way to lay charges.”
