A new report from the Office of the Auditor General of BC has found that BC Hydro has failed to establish a fraud risk management program for Site C.
With a price tag of $16 billion, the hydroelectric dam, is the most expensive infrastructure project in the province’s history.
Projects of that size and scale are beacons for fraud, which can also be incredibly costly and wasteful.
While the report found that there were some mechanisms in place to defend against identified internal fraud, they do not adequately identify or address it.
As a result, five recommendations have been put forward: Implement BC Hydro’s fraud risk policy, provide risk management training, conduct regular fraud assessments, develop an investigation procedure, and regularly evaluate program effectiveness.
